This is answer is rapidly changing. We will be hosting a workshop focusing primarily on EMAN2 (and related topics) [http://ncmi.bcm.tmc.edu/ncmi/events/workshops/workshops_91 this December]. We are committed to having all of these things working fully by then:

 1. Particle picking
 1. 2-D refinement
 1. 3-D refinement
 1. full CTF correction using a new model
 1. parallelism
 1. Good visualization tools
 1. Basic 3-D desktop environment

At the present time, 1 and 6 are in good shape. We have initial versions of 2, 3, and 7, and have started work on 4 and 5. ie - as of 6/25/08
I would only really recommend EMAN2 for particle picking, visualization and utility operations. You can try 2-D refinement, which is much
faster than EMAN1 2-D refinement, but doesn't perform quite as well (at least with default parameters) yet.
While we are still developing and improving things, YES, definitely. We have successfully refined structures in EMAN2 to 4-5 A resolution
from scratch, using EMAN2's new CTF correction scheme.
